Biography

He concentrates his practice on general corporate work, government affairs and public policy matters.

Prior to joining McV, he served as Chief Legal Counsel and Public Policy Advisor for Senator Juan Zaragoza Gómez, as well as Executive Director for the Committee on Finance, Federal Affairs, and Fiscal Oversight Board at the Senate of Puerto Rico, where he managed a team of professionals in developing public policy, conducted legal research for legislative initiatives, and provided strategic advice on bills and resolutions. Under his direction the Committee produced the first budgets approved by the Legislative Assembly, signed by the Governor and certified by the Fiscal Oversight and Management Board for Puerto Rico since the enactment of PROMESA.  

Mr. Medina-Hernández also served as Legal Advisor for Representative Luis Vega Ramos in the House of Representatives, as Executive Director for the Joint Committee on Penal Code and Criminal Laws Reform, and as Legal Advisor for the Joint Committee on Civil Code Reform. During his tenure in the House, he contributed to notable legislative efforts, including reforms to the Penal Code, Administrative Law, the Weapons Act, and Domestic Violence (Act 54), among others.

During his public service career, he played a key role in managing significant legislation, including the Earned Income Tax Credit, Act No. 47-2021, known as the “Puerto Rico Minimum Wage Act”, Act 60-2019 Amendment to create an Expedited Process for Young Medical Entrepreneurs, Puerto Rico Arbitration Law, among others.

Mr. Medina-Hernández was  Executive Member and Attorney at a small San Juan Law Firm, where he oversaw civil practice operations, including labor law, contracts, and general corporate work. He also served as an attorney with the U.S. Small Business Administration, as a legal fellow in the United States Senate for Senator Sheldon Whitehouse, as Legislative Assistant for the American Civil Liberties Union of Puerto Rico and as Research Assistant to Victor García San Inocencio at the Civil Rights Commission of Puerto Rico.
